Does my iPhone IP change?
Yes on cellular (each tower session may assign a new IP). On WiFi, it changes when your router restarts or DHCP lease expires.
Can apps see my IP without permission?
Yes. Any app making internet requests transmits your IP. Only a VPN masks it system-wide.
